The Citi Country Officer & Banking Head (CCOBH) is the face of Citi in the country, playing the crucial role of leading and protecting the Citi franchise. In both leading the business and protecting the franchise, the CCOBH must achieve collaboration and alignment across all stakeholders – effectively managing a matrix team. The CCOBH in Vietnam will have direct management responsibility of the banking team in the country and is responsible for accomplishing results through the effective management of this team and its clients.
The CCOBH will also be the Branch Director (BD) / Legal Representative of one of the branches in Vietnam, and manage/supervise the Branch Director of the other branch in their CCOBH capacity. The CCOBH is primarily and ultimately responsible for the branch operations in Vietnam before the regulator, local laws and local courts.
Responsibilities:
As a CCO:
- Ensuring that an annual business plan is approved by all respective businesses, product lines and functions as well as the Cluster CEO, with performance against that plan monitored regularly.
- Managing (directly or through matrix reporting, as appropriate) all businesses, product lines and functions based in country.
- Acting as a single, coordinated face to the local marketplace and the lead Citi representative in the country in front of external stakeholders including clients, regulators, government, community, media and actively raising Citi’s profile.
- Providing oversight for all critical country and other risk limits and for country scenario planning.
- Ensuring a realistic succession plan is in place for key country roles, to include at minimum permanent members of CCC. In partnership with HR, executing Citi’s Talent agenda and overseeing franchise-wide Talent review and development activities.
- Protecting Citi’s reputation in the country.
- Ensuring compliance with all applicable laws and regulations (local and US).
- Ensuring compliance with all applicable requirements regarding “financial inclusion”.
- Ensuring compliance with all corporate policies, including ethical standards, corporate governance standards and business practice requirements.
- Leading management and coordination of governmental and regulatory relationships.
- Promoting a culture of timely escalation, ethics, ownership, compliance and control across the franchise.
- Identifying, assessing, mitigating, communicating and anticipating all types of risks through the development and sustainability of appropriate control mechanisms.
- Leading and coordinating consistent application of Managers Controls Assessment (MCA) process across the franchise.
- Managing the organization and corporate governance of country-based legal entities and their regulatory reporting.
- Leading Citi’s response to a franchise-wide event, e.g. crisis or disaster. In such a situation, all business and function heads must work under the CCO’s direction.
- If there is a Board of Directors of a local incorporated legal entity, ensuring that proper management takes place to include effective working relationships and clear directional understanding with all directors, and in particular, with external directors.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
- In situations where this role is the designated Branch Manager / Legal Entity Executive, their responsibility towards the branch / legal entity additionally includes:
- Extending the business / function level responsibilities towards the branch / legal entity under their purview as required, to effectively perform their role;
- Overseeing, and escalating as necessary, the resourcing requirements of the branch / legal entity to perform its governance, risk management and compliance obligations and reporting material risks / issues affecting the branch / legal entity to the appropriate branch / legal entity governance committees.
As a Banking Head:
- Develop and monitor a client driven franchise growth plan, delivered through people, client and franchise management
- Understand regional and emerging market trends to identify growth opportunities, anticipate obstacles and communicate a forward-looking vision that is responsive to changes in the environment
- Responsible for overall parent relationship management of clients and providing a wide range of treasury and corporate finance solutions, including cash management, trade, vendor finance, FX, general credit, loans, debt capital markets, share repurchase, and interest rate and equity derivatives as well as support our advisory efforts by building and maintaining Trusted Advisor relationship with client seniors
- Drive client planning, product agnostic cross selling, client access, and effective capital allocation
- Translate Citi’s strategy into an effective and efficient Banking business plan and drive a healthy balance between near-term and long-term priorities
- Responsible for meeting revenue goals and other goals related to budget, risk management, and credit allocation in partnership with Global Capital Management (GCM) and Risk
- Drive innovation, and speed to market and promote cross selling of products across the Citi platform
- Partner with Investment banking team to drive and execute episodic transactions
- Ensure client relationships and proposed client solutions meet or exceed internal risk and return standards, including stringent ethical standards and anticipated future changes in the marketplace
Qualifications:
- 20 years relevant experience
- Previous experience of business management, running a P&L and managing Risk, Finance and Controls.
- In-depth experience advising clients on market solutions, transaction banking, debt and capital management
- Strong experience in people management and managing teams across a matrix organization.
- Relationship/stakeholder management with both internal and external stakeholders.
- Cultural sensitivity.
- Understanding corporate governance and risk and control frameworks.
- Understanding and translating global/regional strategy.
- Senior Credit Officer preferred
- Bachelor’s/University degree, Master’s degree preferred
